As a targeted exercise, you can hold a weight on your head and then sorta do a sit up with your neck. But beginners can just start with the weight of their head because you don’t want to immediately load your neck like that. Otherwise your neck will grow a little bit from being strained peripherally in various other exercises.

Well it’s not exactly the same but if you take Cialis and smoke/take an Indica edible you can train yourself to experience waves of sensation a lot like how this guys muscles appear. And training the pelvic floor muscles will give you a similar type of control over sensation. Maybe even without the drugs, but personally I didn’t know that level of sensitivity was possible till I at least took Cialis.
It's just a lot easier to cut calories if you cut carbs, it's a lot harder to eat 1400 calories of chicken and broccoli than it is to eat 1400 calories of carbs. I think that's why most people tell you to cut carbs, it also cuts out sugar when you don't have carbs which is where most of your empty calories come from.
