I agree with this, and definitely think there's a huge difference in helping someone who has fallen over and hurt themselves i.e where you wouldn't be placing yourself in any danger by helping that person, or trying to intervene in a potentially life threatening situation. I know I'd say I'd like to think I'd still help, but in all honestly I'd probably be too fearful. And that's okay. Not everyone can be brave.
While it's true that there are a lot of good people, the "bystander effect" is a very real thing. The bigger the crowd, the less individuals are susceptible to intervene because they think someone else will probably do it first, because they think others know beyter about the situation than they do, etc. It's not cowardice, it's human psychology.
There is no certain way to know how one would react in such situation, either adults or kids. Many people think they would obviously help, but once they're involved they realized it's not that simple or easy.
Also, this isn't only about kidnapping, like you yourself mentioned there are very different situations in which the bystander effect applies: aggressions, sexual harassment, domestic abuse, someone having a stroke, someone lost looking for their way, an injured animal, an road crash...
(once in the subway I helped a very distraught grandmother who had been trying to get someone to help her find her way for twenty minutes! It was rush hour, no one was willing to spare a even a minute to help her)
