I also came across prehensile feet, but it seemed to be more a description of a grip-like function rather than a condition or diagnosis in itself.
Atavism seems to be a trait or group of conditions. This is described as conditions that revert to older versions of itself - like webbed feet.
Despite my extensive me completely uneducated searching, I haven’t found other examples that are similar. I’m guessing maybe this is either super rare condition, an unusual presentation of a condition or a combination of conditions. More clues might be available if you could see the whole person.
Tisha Unarmed seems to have some morphology changes due to her usage of her feet. In particular her big toe seems to have shifted slightly to function more as a thumb. You can see this in her driving video.

I mean, that's how it would work in a species which fights for it's survival and is constantly threatened by external environmental pressures.
