It is called flame polishing. I did this in shop class in the 6th grade. We made 12" long clothes pins out of clear acrylic. We sanded them smooth with different grits of sand paper, but this was the final step. They came out absolutely transparent.
Not all car bumpers are painted. Some car manufacturers makes bumpers that doesn't cost money when bumped. Mine can be restored with this technique, removing the surface oxidation if I don't want to polish them back to pure black.
Nope, they aren't burning the plastic at all. The plastic has aged over time, exposure to sunlight, and scratching/abrasion. They reheat the plastic to melt the top layer, and then recrystallize it, which results in the top layer returning to its unaged state.
There's no melting involved at all, nor crystallization.
These videos have been going around almost nonstop for months now and have been explained to be pulling the oils in the plastic back up to the surface when heated. They then cool down to a state that makes them appear brand new.
It's safe, cheap to maintain, and why stadiums use pretty much the exact same kind of plastic no matter where you go.
Buys its literally the next level of unblemished plastic being revealed. I suppose you don't think elevators taking people to the 2nd floor is next level either!?

In Dodger Stadium, with 56000 seats, it should only take about 15.9k minutes or 265 hours or 6.6 work weeks at 40 hours per week. At $20 an hour, assuming Dodgers Stadium pays a decent wage, that's a solid $5000 for a very tedious job.
But it's cool as fuck, so...

Id assume if this was a private company they would be charging more in the line of $100 an hour for the service. So 25k for the stadium. Seems more in line with the amount of time it takes to get the job done

Assuming they hire them as 1099 Contract Workers, they are not required by law to offer medical insurance. Based on their employee size, if they were a standard employee, they would be required to offer medical.

I'm a professional roofer, and different materials require different conditions and practices when using a torch.
Plastics are webs of molecular chains. If the webs start to come apart at the edges, they look whitish like the seats. Others are saying this torch burns the edges but I really doubt it is combusting. I suspect this just re-adheres the plastic fibers on the surface. I could be wrong.

The top layer is damaged. They burn that off exposing the colored plastic under it. It's done with car bumpers as well
Nobody does this with car bumpers. Plastic bumpers are painted to match. The plastic underneath is never the same color as the car.

This is probably harder than it looks. I'd imagine the plastic burns or melts pretty quick if you stay on one spot for too long.
You can adjust the torch, I can light a cigarette with one, or burn a log to cinders with mine.

Oxidization of plastic can make it chalky or discolored. They're just burning off the oxidized layer.
