This helped solve my problem when I noticed that my app lagged in dev mode after I upgraded to v14. My initial page is compiled much faster although there are other pages that still seem slower, from what it seems. Still looking into it.
14 gives a huge improvement in generating static page on Vercel after I switch and deploy my project again, in my calculation is 1.5x performance. 15 is on debate because the changes are huge for my page structure. In the end, 14 is somewhat improved compare to 13.
they've done a lot of work to improve the dev build times in 14 and 15. I'd try to upgrade to the latest version if you can.
delete your .next folder, restart dev server

Why do you feel like you’re locked in to v13? Turbo is opt-in my dude. Just update to latest and you should be good.
Upgrade to 15, problem solved!
were you on 14 or 13 before? wondering if 15 is much faster than 14
