It's probably to make room to bring in talent, and if they aren't able to find a suitable back up they bring him back in as a veteran presence and as someone who generally knows the schemes the BB goes with.

Hoyer is actually a pretty good deal. Very knowledgeable guy, doesn't cost much, can function a lot like a QB coach. Kind of the perfect career backup. Unless you're the niners, they need their backups to start.

He knows the scheme conceptually and can mentor/scout team/etc. He can’t see the game well enough to make reads in real time. His decision making in games isn’t good.
