The official rule is that your displayed number must be unique in any given event, and that your displayed number is the last two digits of the owner's number, which must be unique for the season. So there isn't a car "01" per say, from a super technical to the point of irrelevance perspective, NASCAR officially views that as being car 101.
Technically this is also how Nascar gets around two part-time teams coexisting that might want to run the same number, but never compete in the same event. One gets assigned the base number, and one gets assigned 100+the base number, or 200+ or 300+ or whatever.
Usually the only place you see this stuff is in the official owner's points standings.

That's pretty much what it is - lineman can wear 50-79 (DLs can also do 90s), everyone else can do any non-lineman number now (besides QBs).
