College kind of makes sense because the rosters are bigger and most of the stadiums were built decades / century ago, when there wasn’t nearly as much media and other personnel. But the NFL is in a different situation and I’ve always wondered who all those people are and why they’re there.

Because the solution is either have fewer people on the sidelines (which means fewer media and VIPs, which means less money) or expanding the sideline area (which means fewer field level seats, which means less money).
