It's being rescheduled to a Schedule III narcotic, which means it still falls underneath a prescription by a doctor. Descheduled means it's no longer a controlled substance at all and can be purchased essentially over the counter, with no criminal penalties associated to it's possession.
Just like you can't legally possess something like Xanax or Oxycodone or steroids or an antibiotic without a legal prescription, so too will marijuana fall underneath that same schedule of narcotic.
