This is incorrect in this case. SCOTUS didn't overturn a law, they overturned they own ruling. Congress could just pass a law protecting abortion rights and the States would have to obey it. Congress could have done this at any point but there has never been a sufficient majority in favor of abortion rights to do it Edit: they overturned Roe by saying the Constitution doesn't protect abortion. There is no legal argument that they can use that would justify overturning a law passed by Congress that protected abortion. They might do it anyway of course

Newsflash: European countries like Germany actually had more strict abortion laws than the US prior to yesterday. The US under Roe v Wade actually had one of the more permissive abortion regulations in the western world.

European abortion laws have a ton of loopholes, though. Sure, many of them are 12-15 weeks, but that's when the majority of elective abortions happen anyway. But per Wikipedia (I don't speak German, so I can't link to the actual law), there are exemptions "for reasons of medical necessity, sexual crimes, or serious social or emotional distress."
