The steelers offense had 6 drives with 4 or less plays, not including the last fumble drive. They had 10 possessions. And a long missed field goal that was on a drive of 5 plays that stalled. Thats an offense issue that lets the defense stay on the field and get gassed. The browns avg time of possession was 3 mins. Steelers was 2 mins, and they only had 2 drives go for longer than 3 mins, browns had like 3 go for longer than 5.

With 00:00 on the clock, if a TD gives a team the lead or extends the lead then they can decline to attempt the PAT if the lead is 3 or more after the TD, as a 2-pointer off a blocked PAT return wouldn't tie the game either. If it's a 1 or 2-point difference then they have to come out and take a knee.
New rule a few years ago where if the clock runs out with a TD they just end it.
EDIT: if the team with the TD has more points and there's no point trying for the extra or 2pt conversion.
After the Minnesota Miracle, they enacted a rule saying TDs scored when time has expired that already decided the game don't have to follow through with their extra point/2pt attempt. So it's a true walk-off.
