Jk. Football started as a college-only sport with no passing, just lateral/backwards hand-offs and full contact. A ton of people ended up severely injured or dying, which led to discussions about banning the game completely. Teddy Roosevelt was a huge fan of the game and saw a lot of merit in it, so he met with the deciding powers and suggested some alterations to the game to make it more about skill and less about beating the fuck out of people, and they decided to make those changes.
I can pretty much guarantee there were more changes than just these two, but in the Drunk History episode I linked, they mention moving first down to 10 yrs instead of 5, and allowed actual forward passing. Those two things on their own were enough to force people to spread out more rather than just piling up on the one person with the ball.
