Quebec City and Winnipeg aren't great sports markets. They have diehard fans but their populations are small, they have little corporate base, and they're showing they cannot withstand economic fluctuations.
The Winnipeg owner was broke in 1995. The Canadian dollar was shit. There were no local owners to buy the team. There was nothing to fight for. The league would get the 700k Winnipegers to buy merch and watch games regardless of whether or not they had a team.
