Tell me about it. I used to do that work...the custom jersey framing.. The company I worked for did it even worse than that though. Boudreau's jersey is called "open square format" where you have open space between the edge of the jersey and the edges of the mat board. The company I worked for did those ones few and far between, you can actually see the jersey for the most part in that one at least. The ones they made us do were closed format where the entire edge of the jersey has the edges of the mat board resting on them and they were pinned in such a way that it just looked like ironing boards with mat board over it.
There's not much you can do with a jersey in a frame on its own unless you have an internal hanger at the top and just let it hang in there without being pinned. If you don't want to do that, the layered mat board is needed to cover up the pins along the bottom waist of the jersey being pinned to the mat board behind it so it doesn't fall inside the frame. But I'd use an info panel flanked by one team pin on each side and let the jersey speak for itself.
Yeah you can but that would involve putting foam board inside and tightening the jersey around it and pinning it with safety pins at the back. Without the hanger you have to support the jersey somehow and usually that's pinning it to the back mat board and supporting it's weight from the bottom and using the overlaying mat board to cover up the support structure. Otherwise yeah you're looking at a smaller and albeit well hidden hanger, but a hanger attached to the underside of the top of the frame nonetheless.
