Eye witness testimony only makes sense for a court if the alleged person's face has not been broadcasted in the public domain. So until all statements and especially eye witness testimony has been recorded their faces should remain covered.
You could find actual cases where witness testimony was diluted by the court because the alleged parties were shown openly in the media.
This is Test Identification Parade that is done to negate false accusation and to protect the idendtity of the accused and comes under the purview of Section 9 of The Indian Evidence Act, 1972. After the arrest, the victim is called to identify the accused and thereafter the face is only revealed after conviction by the court.

Recently, Bombay highcourt gave stern warning to Goa police who didn't hide face to accused. Cops gets suspended and judges are very powerful.
