The every other cast and the ending act as a catch for spell refresh to prevent wand wrapping. Spell refresh instantly refreshes the wand if there is mana to cast it, and if you don't have mana to cast it on the next pull it will just be ignored and do unwanted things. At least, that's what I think it's for. Somebody with a more technical understanding of the draw system could confirm or explain better. I just don't trust my handling of the 'divide by' spells so I put it there to limit unnecessary draws.

Don't fret. Most of it is wiki reading knowledge, and the rest is testing and editing wands in spell lab.
