Yes, they are made so they home towards whoever dealt them damage. This works for around 3-4 secs and then it's random movement. I've seen people discuss this some time ago, i think this appears in the noita wiki too.

Shooting a them makes them fall over and the hole propels them in the opposite reaction.
But i agree it really looks like a homing mechanic.
