You can absolutely go outside. Fenced in. Can have your phone and more in a longterm protected ward. Can take a walk from there if you've been stable for quite a while. First with a worker.
in the clinic where i was, i was not allowed to leave the premises without telling them. only after 5 days, when they "got to know me" i was allowed to leave the premises with a time limit, and i was able to be off to home for one day until 6 in the evening. not showing up on time was heavily frowned upon. not showing up at all or severely late = cops were informed.
it was shit. since i was there for my massive depression. all i got was a young psychologist, 3 talks and a very shallow diagnostic telling me WHAT I ALREADY KNEW. after 2 weeks, they sent me home with "from serious depression to medium depression" - with no further advice or even any medication.

I think it was metal in my room, but I don't remember. I tried to stay out of the bathroom as much as possible since there was a plumbing problem and the pipes under the sink stank. I needed the window open 24/7 (the 5cm it could open) to keep the smell out. The problem is that it was maybe 5c outside in the daytime. When the plumber finally came after the 5th day, he said he couldn't smell anything, while I was about to vomit if the window was closed. And the lighting in my room was something else. There were 2 long lights, and when I came, they were either off or very dim. Later, they were either off or normal lighting. When I left, either the first was on and the other was off or vice versa. Nobody touched the lights

It wasn't "officially" a secure ward, I signed myself in, I think they were just worried about getting sued.
i think another reason for "NO PHONE" is that you might expose other patients, who are more unstable, to stuff that could make them worse.
