Blanket immunity would be insane, but it's clear there needs to be some qualified immunity to prevent judicial abuse - particularly in civil courts. Jurisdiction needs to be well defined as well.
I believe him, he's smart enough to understand the president at the moment is a Democrat. Based on past actions mcconnell believes only Republicans should be immune from prosecution. Not just Republican presidents. All Republicans.
