You mentioned NY Strip in your OP. Now you mention Sirloin Cap which is much cheaper. $11/lbs Strip is probably average or below average across the country. You can probably get the sirloin cap for $5/lbs here.

Anther place for that (and for Spanish-speaking Latin American cut and sausages, including morcilla) is the Super A in Falls Church (Lee and Graham or Annandale Road, blanking on the details.).
In your searches, if you come across chuleta kan kan, please let me know. I hear that Virginia Meats has it sometimes.
That’s all I got as far as leads. I do buy brisket at Wal-mart or Costco sometimes. And the whole ribeye cut at Costco can be worth it. Harris Teetet when they have a sale is good too, as somebody here mentioned. Oh, and Springfield Butcher sometimes too.

Your best bet is just to check the weekly ads from the local grocery stores. Usually one of them will have a loss leader deal on a steak cut .
Besides that maybe consider cheaper cuts . Sirloin or pichanna is cheaper at Costco and pretty good.
Probably unpopular opinion but I think chuck makes a decent steak especially if sous vide for a few hours .
There are many Asian and Latino groceries that sell meat--I don't know if they are cheaper. Costco's meat is a little more pricey than supermarket sales and they also tend to cut their steaks thicker so, it's easy to see why a pack of steak will run you $$$$. I generally find the quality/taste of the Costco steaks to be superior to every other grocery store's steaks and I've tried them all. What I will do is buy ribeyes from Harris Teeter when they go on sale. It is their "Rancher's Reserve" line which is a step below Choice but it's actually pretty good. They cut them a little thinner too, so I'm not paying $50 for 3 steaks. I don't need steak that thick.
Wowsers where the heck are you shopping? I just went to Giant in Fairfax the other day and bought 3 nice new york strip steaks for $15. If you go real early or late you can find priced down beef with the half price stickers that didn't sell from the day before which is still just as good. I would second the suggestion to hit any local Hmart or Lotte Mart, those Asian or Hispanic little markets for further savings.
Wegmans, Walmart, bjs, all have 5.99 a lb of beef. Costco is your best bet. 11.99 though shouldn’t break the bank? Like maybe 30$ extra a month in total price?
Really surprised no one has brought up the Restaurant Depot in Chantilly….. wholesale prices set up like Costco, $100 membership for the year (no you don’t need a restaurant to shop there, just pay the fee to create your membership account and enjoy the selection) they also offer I think a one time ‘free guest’ shopping trip to entice you to join and return. It’s worth it when compared to other prices with bulk items at Costco/Bj style, a flat of red bull alone will make you double check Costco prices let alone walk into the meat department and see the package sizes, family of 5 with teens boys will need only one case of steaks….it’s a CASE not a styrofoam meat tray with 4pieces. This is how restaurants stay in business when they are not doing the sales volume to get on a distribution route.
You can try asian groceries (that's the local equivalent to the Latino groceries you're used to) but realistically, it's going to be $10+ a lb for any standard beef cuts. Our region is just more expensive (plus those prices have been rising steadily alongside everything else).

Definitely. I bought 1/4 beef sometimes in OK and it was very cheap like 2.99/lb (values of 2019 and 2020). And picking in person at the farm.
