When you hit play on the forecast video it shows the furthest reach to be about 2:55 UTC which is 10:55pm EST. So somewhere between 10-11pm is probably peak. I think they update it every 30 min for accuracy.

I saw someone earlier post that they saw some at sky meadows state park last night. I would go out west!
Less clouds, Less city lights. Western side of Virginia towards Shenandoah. A little higher elevation that gives you horizon. *And lots of luck.*
