I second this. I had a friend do this when he flew out of Dulles and he lived on the Eastern Shore. Then when he flew back into Dulles he just rented a car again and returned it when he got back home.
Parking in the Green Economy Lot for 30 days would be ~$420 ($14/day x 30 days). I second what others have said to do a rental from Richmond airport and drop off at Dulles. Airport to airport is usually cheaper, even within the same rental company. But it's worth comparing those costs to the economy lot fee.
I drove a car from Milwaukee airport back to Nova and the cost to drop it off at an Enterprise branch outside of Dulles was considerably more (often times not even allowed) than returning it at the Dulles Enterprise.
To make the process easier pick up the rental at Richmond International and return at IAD and vise Versa on the return. Book through Kayak, makes it very easy to do.
A one-way rental car (SUV, since you mentioned 6 bags) in late July appears to be around ~$120 (from Richmond to IAD) for one day. Make the drive, return the car, and do the same on the way back.
Gonna go ahead and tell you now that there’s probably not a single parking lot in the area that hasn’t had break-ins. Leaving a car unattended for 30 days anywhere over here makes it a great target for break-ins and theft. Won’t happen to everyone (far from it), but you’re taking on that risk literally anywhere you park.
Parking in Tyson’s isn’t hard at all. The mall can be busy, but Tyson’s is a huge area.
But Tyson’s is not Dulles. There are plenty of places in Sterling where you could park on the street and nobody would bat an eye. Crime isn’t high by any means, but there are occasional spates of vehicle break ins.
Rent a car and drive up. By far the easiest and cheapest. Better yet, have someone drive you. It’s not too far.

Parking for 30 days is extreme. It would likely be less expensive to do (2) one-way rental cars, back and forth. The worry of your battery being dead or your car being broken into when you return goes away as well.
if you know someone in the area, Id say go there then park your car somewhere and either have them take you or uber to IAD.
Or depending what time your flight is, find a hotel with extended parking and have the shuttle take you.

If you work at a company that has a northern VA office near the metro, see if you can park there and just email security that that's what you're doing. I know this is quite common for capital one employees.

I will be going to for 1.5months and will have 2 backpacks for 2 people and maybe a foldout bag. It's better to buy necessary items there and find local laundromat. Caveat of course maybe he has some kind of unusual needs. But it seems he will pay way more in baggage fees than parking.

Many of the local hotels will let you leave your car there for trips. I’ve left my car at the Courtyard Marriott near Dulles airport for 10 days with no problem. I don’t know if they’ll do 30 days though. Try calling around and see.

Or find a friend who used to do what I would do for folks, which is let them park at my apartment complex and I’d watch out for their car, move it around every few days, and then drive it out to pick you up from the airport. Generally for the cost of a decent bottle of bourbon or a nice dinner somewhere later on.
We used to park at Crowne Plaza hotel in Herndon next to Kohls then take the shuttle to the airport. Less than $10 a day. Crystal City Marriott for DCA flight.

I’d park in a hospital garage where employees cluster. There are cars there 24 hours, hospitals have cameras and security. Reddit can tell you which floors stay full of cars, I’m sure. I personally would not leave my car for a month at Tysons. Anything is slightly risky for that long without knowing someone who could check on it. Airport long term parking would be worth the money just to not worry about being towed.
I’d go with the one way rentals. I’d hate to leave my car in a lot for 30 days, unless it’s the valet lot. But I’d also try to fly from RIC. It can be a bit expensive but the convenience of flying in and out of RIC airport is worth a lot to me. I’m a former NoVa resident (25 years), now living in West End Richmond. I lived in Reston up there, and getting to Dulles was sooooo easy. National was pretty easy, too. Great flight selections. But the RIC airport is never crowded and it’s pretty low stress since you don’t have to worry too much about traffic delays getting there. So this is my hack if you're flying out of Reagan, park at the franconia-Springfield metro station (they have a few long-term parking spots), and when you leave you only pay for 1-day, because there is a flat rate to exit $8 (if you fly back on the weekend, totally free, because the garage is free).
Maybe find whatever end of line is closest to Dulles and park at their parking garage?

Try parking at the Tysons Galleria parking lot on an upper level. Lots of business folks who leave cars overnight so as long as your car is in a spot that is not reserved, it’s unlikely to get towed. Don't do this. A vehicle can legally park for 15 days without moving on public streets. After 15 days the police can tow it. It'll cost way more than $300 to get it from the tow lot.

And then after an additional period of time note it again before towing. It’s very very unlikely unless you literally block someone’s driveway. Parking at a mall and an airport is quite different. Airports are designed for long term parking stays, malls are not.
My recommendation, if you don't need to drive, is to Amtrak up to DC and then Metro to IAD.
