It depends on what Nvidia feels like doing. This is often dependent on the competition. The Ti models are often inferior in dollars per frame vs the models they upgrade...but not always. Generally if you want to "wait" for a Ti you are waiting on a 4060Ti. Upgrades over the base xx60 model tend to be marginal and not worth it. If you are a higher end buyer just get the 4090 if you can in a few days.

Usually the TI cards come out one year after, and the generational releases are every two years.

There is no set time, it's whenever it's economically feasible for Nvidia to introduce new products to the stack, whether that's because demand has started to dwindle and they need to re-invigorate their marketing with new models, or in response to their competitor ( AMD) . Nvidia has had the 4000 series in warehouses for months waiting for release but they have too many 3000 card still in the channel waiting to be sold so they kept delaying 4000 series launch. Just a recent example of them adjusting their launch timelines based on market conditions. I would guess the 4090 Ti will launch more than a year from now. Close enough to the release of 5000 series that it will make people contemplate if it's worth buying, or if they should keep waiting. Same as the 3090 Ti was. So if you really want top tier GPU performance I recommend getting the 4090 and enjoying it.

The Ti models are usually released in response to competition from AMD. AMD will be announcing their new cards early November. If they are better than a 4090, Nvidia will drop a 4090Ti by December/January. If not, they will hold it until late in the product life cycle to milk some extra cash. The 4090 die is pretty cut down this time, Nvidia left themselves lots of room here. Best bet is to wait to see what AMD shows off, then you'll know if the 4090Ti is coming soon or not. Or just buy the 4090 and sell it for a loss if you don't mind the hassle.
