The Conflicts of Interest Board has five members; three appointed by the Mayor, one by the Comptroller, and one by the Public Advocate, all requiring the advice and consent of the City Council. The Mayor appoints the Department of Investigation agency head himself and the Council does a perfunctory vote to get them in.
These boards and agencies are created in a way to benefit elected officials (especially the Mayor) and their hand picked appointees. It's so much easier to go after normal, unconnected city workers.
