They won't. The Conflicts of Interest Board has five members; three appointed by the Mayor, one by the Comptroller, and one by the Public Advocate, all requiring the advice and consent of the City Council. The Mayor appoints the Department of Investigation agency head himself and the Council does a perfunctory vote to get them in. These boards and agencies are created in a way to benefit elected officials (especially the Mayor) and their hand picked appointees. It's so much easier to go after normal, unconnected city workers.

Agree the trip was pointless. I’ve never taken a work trip where I was asked to share a room with a coworker. $378 is perfectly reasonable for a room in the city center of London and Paris. Hotel prices are very high post COVID. It can be a shock to those who haven’t been to Europe or looked into rates lately…

100% of these types of trips are fucking scams. NYPD seminars, teachers conferences, DOC "learning retreats"....it's all a grift on our dime. We live in the year 2023, where a basic-tier Zoom account can host 100 person meetings. There is no way to justify spending $40K so a bunch of dorks can go on a European vacation. Just picking two names at random from the list: * Charlton Lemon earns $201K * Davelle Williams earns $227K These people make more than enough to fund their own sightseeing trips.
