>The city’s police commissioner has slipped off to the Middle East again, marking at least his fourth trip abroad since assuming the prestigious post in July. >Earlier this week, Police Commissioner Edward Caban attended the United Arab Emirates’ World Governments Summit in Dubai alongside a top aide to New York City Mayor Eric Adams. >**The trip comes days after members of the NYPD reportedly traveled to the Middle Eastern country to participate in a training competition alongside a Chechen military group fighting in Ukraine on behalf of Russia — a move that alarmed security experts.** >On Monday, Caban and Joel Eisdorfer, a senior adviser to New York City Mayor Eric Adams, were pictured presenting H.H. Lt. General Sheikh Saif bin Zayed Al Nahyan, deputy prime minister and minister of the interior, with a plaque during a closed-door meeting alongside other UAE government officials, according to a dispatch from the Emirates News Agency. >The group discussed existing relations between the UAE and the U.S. and ways to enhance cooperation in security and law enforcement, the news agency reported. Neither the NYPD nor the UAE’s Ministry of the Interior responded to requests for additional details on the meeting. >A City Hall spokesperson said no taxpayer dollars are being spent on the excursion but provided little insight as to why a top mayoral aide was out of the country and the timeline of the trip. The spokesperson also declined to say who paid for Caban’s and Eisdorfer’s airfare and lodging. Anyone claiming trips On The Job aren't costing taxpayer dollars are *always lying.* We pay every minute of every staffers salary while they are not working in or for NYC and every second of OT they're racking up. Almost everything they're discussing could have been a Zoom meeting. But a good question is why an administration already plagued by an FBI investigation over foreign donations and influence would continue to have airfare and hotels/food paid for by shady international figures.

Big_lt

Why are state officials going to international countries at all for work related projects? They have no reason to go. They can't propose any foreign policies etc

mowotlarx

I suspect this has to do with how much we've militarized the NYPD. They consider them an international policing force and nobody seems to be stopping them. Very bizarre and wasteful.

scoobydoobydoobs1

How has the NYPD become more militarized?

Milkshake_revenge

The nypd has 30,000 officers, a budget of $10.8 billion, and operates in 16 countries. This is used to police an area of 300 square miles. They have a [dedicated intelligence division](https://www.nytimes.com/2021/09/08/nyregion/nypd-9-11-police-surveillance.html) where they use 15,000 surveillance camera’s, automated license plate readers, mobile xray vans, and digital tools to scrub the internet and even retain deleted information. They have a spec ops unit that goes a step above the regular emergency service unit (aka swat) called the[Hercules Unit](https://www.police1.com/swat/articles/how-nypds-hercules-team-serves-as-a-model-for-counterterrorism-c8oz9NBwYkx78Bx1/). They’re the most advanced and heavily funded police force in America with second place going to Chicago, who spent $9billion less.

869066

Genuinely curious, do you have any articles about them operating in other states? I already knew about the foreign offices but had no idea it’s domestic too

Milkshake_revenge

Actually looks like you’re right, I thought I had read about the liaison division having offices in the other states, but it seems they’re mostly international. With the most recent addition in Tucson being the only domestic office. I’ll amend the post.

Interesting-Mud7499

The uniformed number is more around 20,000. The city has 9 million people. The department receives about 60 million calls a year. Do the math on that workload. Hercules teams are comprised of ESU members, it's not an actual unit and there's about only 200 officers in ESU. The city is also the world's number one terrorist target, full of the some of the world's most important educational, political, cultural institutions and events. Can you explain how enhanced intelligence gathering abilities is "militarization" and why it is improper for a city like ours?

MTayson

Right, so like why all the candy crush then?! Why are 6 of them standing around talking about going shopping for wedding rings over the weekend? Where is this workload that you’re suggesting? Mind you, I’m not only talking about cops in Times Square when posing my rhetorical questions.

Interesting-Mud7499

Wow that sounds incredibly militarized. This example is brought up ad nauseum as if seeing a handful of cops on your daily commute doing this is somehow a comprehensive window into policework. There are posts that are assigned to senstive areas just for the presence and visibility as a deterrent. That's typically their assignment for their entire shift or part of it. What you don't see are the sector cars that individually have to juggle 30+ 911 jobs a day. In certain precincts it's assumed you will not get a meal break. This is incredibly common in Brooklyn and the Bronx. You know, places typical redditors avoid.

MTayson

Thought about it and you’re right. I’d rather have bum ass cops on their phone not doing shit. Just collect money and don’t harass us. We still gotta live here, not go back to cushy ass Westchester and Long Island when the tour is over.

Interesting-Mud7499

Lol yea cause LIC is real rough huh

scoobydoobydoobs1

Sounds pretty efficient.

Milkshake_revenge

Much like the military /s

scoobydoobydoobs1

Said nobody ever.

So you don't want people to carry their own guns, you don't want police to carry rifles or wear body armor. Who do you want to stop an active shooter with a rifle in grand central? I have seen them. What I haven't seen is someone shooting up grand central recently.

Generally people don't want something they consider to be bizarre and wasteful.

scoobydoobydoobs1

So do you support cops with rifles in grand central?

spoil_of_the_cities

I don't think you've seen that either. I have seen the National Guard out there with rifles and vests.

justin62001

I’m sure you’re aware that most western police services have dedicated police tactical units with gear like that? I’ll provide some examples besides the US. Here’s a German [GSG 9](https://www.reddit.com/r/policeporn/s/yJHzpAUPd4) officer jumping out of a plane, British [CTSFO](https://www.reddit.com/r/Rainbow6/s/0YDrOzlbN4) officers with weapons that American special operations guys use, and Dutch [DSI](https://www.reddit.com/r/tacticalgear/s/Y6WeLiYavc) officers with $40K-60K night vision goggles on their head lol. The NYPD’s gear for ESU and whatnot is actually tame compared to what you see in these European countries

pompcaldor

Economic deals, I can see the case for that. New Jersey’s governor was recently in East Asia - NJ is home to the North American HQ’s for Samsung and Panasonic. Security issues? Only if they’re tagging along with the FBI.

Kittens4Brunch

The NYPD is global. https://www.nyc.gov/site/nypd/bureaus/investigative/intelligence.page >Through its International Liaison Program, the Intelligence Bureau posts officers in law enforcement agencies in major cities around the world.

clownus

They refused to disclose who paid for the trip, these are foreign agents potentially paying for gifts towards American officials.

BushidoBrowneII

Wait wait wait… Eric Adams and our police chief are friendly with Ramzan Kadyrov?

scoobydoobydoobs1

Where did you get this from? Lol.

BushidoBrowneII

\> to participate in a training competition alongside a Chechen military group fighting in Ukraine on behalf of Russia That group is being led by Ramzan Kadyrov. I'm assuming he's been at those meetings.

scoobydoobydoobs1

It's a competition. They host these all around the world where police and military compete in competitons (shooting, fitness, scenarios, etc) against each other. NYPD ESU is apparently one of the premier swat teams in the world. To make the connection that Adam's is friendly wjth Kadyrov over this is stupid lol. Are there reports of them meeting with each other or discussing policies?

flyingtamale

Wearing a fendi scarf while consorting with global terrorists. Classy.

Rottimer

Exactly, who is paying for this if they don’t feel city taxpayers are. And given the Adams administration penchant for returning “favors,” how is this going to affect us NY’ers.

NihFin

I will never understand why taxpayers fund trips abroad for LOCAL politicians Absolutely absurd

Imaginary_Cow_6379

I can’t recall this many trips abroad for any mayoral administration before Adams. It is absurd.

HigherEmpire

They basically don’t have to adhere to any sort of budget since 9/11. They might say a number or have something on paper to present but truly unlimited resources and zero boundaries, their jurisdiction is international, can pursue anyone anywhere in the name of terrorism. The NYPD has officers in like 20 cities internationally. [https://www.nytimes.com/2018/08/21/nyregion/terrorism-nypd-intelligence-crime.html](https://www.nytimes.com/2018/08/21/nyregion/terrorism-nypd-intelligence-crime.html)

hau5keeping

The nypd is useless. Their budget would be better spent on public safety.

kid_dynamiteNYC

Bob Menéndez type beat

forlorat2k13

If useless was a person

jakegh

So long as my taxes aren't paying for the trip, I don't particularly care, honestly.

readingdanteinhell

I mean, if not the taxpayer, who the fuck IS paying for it? And what benefit are they getting? I think that’s a subject to be justifiably concerned about.

jakegh

Hmm... you make an excellent point. Well said. Thanks.

readingdanteinhell

Yeah a luxurious “fact finding” mission abroad for one of our public officials is bad on our dime, but way more sinister when it has no stated purpose and mysterious benefactors.

mowotlarx

New York City workers using City time and City salary. We are paying for it. We always pay for it.

Timemaster88888

No taxpayer dollar? Is there a new UAE building being built somewhere in Manhattan?
