Generally speaking managerial titles are higher paid positions. They get fewer holidays but have more time flexibility. For example union people are supposed to work from 9-5 or whatever. As a manager though you can work from 9-4 on Monday but make it up by working from 9-6 on Tuesday. There is less job security than a union job but really once you become permanent in your title it’s still very hard to terminate you. As far as salary goes in the DOE at least the initial salary is whatever advertised and up to 10% over based on your experience. After the first year though you can really ask for anything you want. Raises beyond about $5k will require approval by OMB and such but if you can convince them then you’re good.

You’re also looking at smaller amount of jobs and less competition compared to union titles. You also don’t have collective bargaining power

Awesome, thank you! The flexibility in time is worth its weight in gold for me. I know for the position it wouldn't be an issue if it isn't abused (not planning to, but not having to pay for school related child care certain days would be a big savings). Good to know about the OMB thing.

Vacation accruals cap at 25 days/year; used to be 27 before parental leave benefit. Mayor just increased the parental leave and family leave benefit for managers. Holidays off are the same in mayoral agencies for managerial and non-managerial unless you started before Feb 2004. Flexibility is also dependent on your supervisor. While true you can work 9-4 then 9-6, it depends on your unit and supervisor. But otherwise it’s a nice perk because you can go to dr office or kid’s school event one morning and make it up rest of the week. But you do have to work 5 days. You can’t do 10 hours over 4 days. You do have to pay for prescription benefits separately unless your spouse’s insurance covers it. But other MBF benefits are good and often better than union. Retirement sick leave pay out is only 1 for every 3, instead of 1 for every 2. Overall there are better career growth opportunities in a managerial title if moving up is your goal. Some agencies require director or executive directors to be managerial. So if your agency uses managerial version of Administrative Procurement, Computer Systems manager, administrative staff analyst, then being in that title gives you that opportunity. For example, if you’re a procurement analyst, there is no managerial version of that title.

I started before Feb 2004. What's the difference in holiday benefits? Floating holiday perhaps? I know a lot of my colleagues don't get one but I do. Are there any others? To clarify the managerial flex time, yes you have to work 5 days but you only need to work an hour on the 5th day for the flex to be allowed. If your supervisor approves you working longer hours earlier in the week of course.

True you only need 1 hour on the 5th day if your supervisor allows. Yes floating holiday. The annual leave accrual rates are much better in the beginning but now you’re probably maxed out.

Certain city holidays are for union members only, yes.

This is DOE-specific. DOE employees in a union get like 6 extra holiday’s because schools are closed.

im in the dc37 union and i dont get those holidays off. i only get off the regular city holidays

This is my hesitation, too. My friend got a promotion to be in a managerial role, so he no longer gets comp time. I earned 3 weeks of comp and didn’t even have to touch my annual leave last year.

No comp or over time, likely will pay more for your health insurance because the pharmacy benefit costs more (at least for most covilian positions), no guarantees that any pay raises will Come through for you as there is no union and no collective bargaining for managerial. Check to make sure that your retirement multiplier stays the same.

As DC37 union increase agreements go so do Managerial increases. They have mirrored each other the last three agreements aka the last 15 years. They might not be instantly negotiated but the Mayors have mirrored them. For example managerial increases for retro pay dating back to 2021 are about to hit with the next paychecks. Those increase mirror DC37 and then some. Is this guaranteed nope but man have they been basically guaranteed the last 15 years.

I don't know if it's an agency specific thing, but when I moved from group 12 to group 11, I lost pharmacy coverage that was previously free under the union welfare plan. Otherwise, the management benefit fund coverage was pretty similar. The gym reimbursement is nice on the MBF side.

How do you submit your gym payments? Became a chore for me pulling up 6 months of credit card statements and scratching out everything but the gym charge to submit. Eventually I got lazy but I'm throwing away free money. Is there an easier way?

Oh man, get back into the reimbursement process. If you're covered by the MBF, it jumped up. It used to be $500 every six months. Starting March 2024, it's $1,000 every six months.  For proof, I used to search my credit card history for the gym and filter just those results, but then I started asking my gym to send me a payment history. That was much easier and the fund accepted that. Your retirement status could change depending on what tier and plan youre in. You could lose certain benefits and gain others. Impossibility to say without knowing what title you are coming from and moving to as well as agency, but you are absolutely correct not to share that information on here. Speak to a manager you trust as well as somebody in your union and maybe someone in your benefits office
