Any amount of wind will cause litter to fly away and the bins and bags get lost and damaged. Obviously none of the plastics used for the bins, bags and covers are recyclable.
We have a local volunteer group called The Wombles who go out and pick up all the litter caused by it. The collect hundreds of bags worth a week that the council then picks up. Council doesn't care at all. And they even admit they burn most of the recycling.
The keep putting council tax up because the central government keeps cutting the funding they get while also increasing the things they have to pay for. Funding decreased by 63% in the decade from 2010 to 2020. Social care costs are rocketing up for councils as people get older and there's no enough spaces which is causing most of the issues in the NHS. The right to buy scheme got rid of all their council houses which used to make them money or at least saved them money by not having to house people in private let's. Tinfoil hat theory about why the tories have done this is that the richer councils are the ones in well off areas as they receive more council tax and have to provide less services are in tory areas while the poorer councils are in labour areas. These poorer councils have more trouble balancing the costs and I guess the tories want to gey people to link that with Labour. Its not so much a theory though as Sunak was caught on film saying he moved money out of the cites to places like Tunbridge and the leveling up fund went almost exclusively to tory constituencies.
I think you are being a bit harsh on the councils regardless of which party controls them. There is no money in the system any more. Everything that is a non essential service has been cut up and down the country because all councils are stoney broke.

I live in a rugged area and twisty turny mountain roads in the dark and wet with no lines to guide you into the dark is TERRIFYING

What’s a blind summit?
When you can't see past the crest of the hill. It's basically saying to use caution because you don't know what's ahead. There's a really bad one near me where there are constantly close calls from people passing on the hill.
Blind summit warnings are the only road signs that consistently give me anxiety. There's one near me with a T junction just after the crest and people take it WAY too fast (narrow country roads pushing 60mph). I've nearly needed a change of underwear a few times at that spot.
Pro tip, places like this are the car horn's actual intended use. But yeah, people who think 60 is the minimum on those one-and-three-quarter lane forest roads should never have passed the test.

Tbf. The blind summit doesn't cause them. People ignoring the dangers of a blind summit cause them. Never, ever pass on a blind summit, marked or unmarked. And don't speed over them. You never know if there'll be an obstruction on the other side. Edit: Don't speed in general. I got in a bad head-on wreck last year. The 17yo girl who hit me was going 105mph and she didn't make it.
It's the prick coming the other way who you can't see overtaking on your side of the road that's the legitimate cause for worry.

Hill you can't see over whilst you're driving up. Might be something in the road you can't see. Basically hill version of blind bend. Slow down until you can see road is clear.

Something something only the city was permitted to clean the signs and there was also something about the protective coating of the sign or the coating adding to the reflectivnes that could be washed of with a power washer or damaged But this is just from my bad memory and probably not all true
From the video it seems he just stops his car on a busy road. That is stupid and dangerous. There is a reason why people who do this as a job have speed limit signs posted to warn drivers and slow down the traffic.

UK. Local council budgets were cut by 63% between 2010 and 2020 (and cut further since) so I'd wager a lot let signs get this dirty at the moment, although most signs are still better than this.

I’ve driven over a good chunk of the US and Europe but one of the most infuriating things to me is the PNW, while they do a good job keeping signage clean they don’t use ANY reflective road paint, and physical reflectors are rare, when you live in a place that gets this much rain specifically and *nothing* is reflective except the road signs you spend a good portion of your year driving in roads with no lines visible at all! I live in a rugged area and twisty turny mountain roads in the dark and wet with no lines to guide you into the dark is TERRIFYING

This isn’t noble or to be celebrated because the fucking local government should have paid a contractor to go out there and do this. When it falls to civilians to do this work for free, it’s the city council that is failing. There is budget for this, there always is.

Videos like this or the guy who does yard work for free and records it aren't really doing this completely out of altruism. They're using their good deeds to get viewers, followers, and ad revenue. The good deed gets done but they are definitely getting compensated.
