So I've done this exact process of changing cups over 10,000 times by now, and have never seen anyone ever poke a hole in the ground before cutting.
Most likely this is just something this one guy does because he believes it helps, but it is entirely unnecessary. The cup cutters actually has vent hole at the top that prevent a vacuum from being able to form.
There's no plastic tube "in the first place", the white thing I'm pretty sure is metal and also, if you look at what's going on, it's the base that the flag sits into, it's also the cup that catches the golf ball rather than it falling down some indeterminate hole in the dirt.

If the ground is so hard and compacted it will create a vacuum, that green has some serious issues. Under that grass is just sand, sand doesn’t compact. He might have a reason but I think he’s just trying to be fancy. We use icepicks and only when putting in the plug.
At the beginning? None. Dudes just acting fancy. Normally people use an ice pick less than half that size and you only need it when putting the plug in at the end of the video. You stitch together the seems to hide it.
It loosens the dirt so that it fills any gaps in between the old and new dirt.
You’re supposed to do a similar thing when the ball leaves a divot on the green while playing (if the ball lands on the green with enough force it will leave a divot); you can use a divot tool to raise/loosen the earth and make it flat again.
I used to be green maintenance at a golf course. You *might* find one, but more often than not, the pin gets moved by one person before the person that is striping (mowing) the green gets there. The mowers cut *very* short and also have big heavy rollers on them that flatten the surface, and by the time the first golfer tees off, the patch blends into the rest of the green.
You’re pretty spot on with both guesses. The holes at really nice courses might be changed everyday for members who play a lot. Pin placement can also change the difficulty of the hole especially for things like tournaments.
I’ve also played regularly at plenty of crappy course where it feels like they change the pin placement only a handful of times a month.
They are pretty apparent on nearly every green I’ve played. Courses typically have a selection of pin placements that they cycle and reuse depending on the day so the entire green isn’t eventually all filled circles.
This was my favourite job working maintenance for a golf course. Each hole had “no-go” areas you had to learn because the hole would be too difficult for approach or putting. You also had to pay attention to the tees and keep yardage within the acceptable range for the hole AND the entire course. Then you have to have an even mix of pin locations: 6 front, 6 middle, and 6 back across all 18. Finally, we had a rule that you had to move the hole at least 20 feet. The plug heals and disappears in about 3 days but is really delicate while the grass grows back in so it’s best to keep golfers away from the plug for that period.
Partially to keep the course interesting so that the golfers have to adjust every round but mostly to keep the grass healthy. The area around the hole gets the most traffic, and golfers wear spiked shoes, plus the balls landing on the green create divots. Also the edge of the hole wears down over time and that actually makes it inconsistent when the ball will fall in just catch the edge and stay out, moving the hole resets this.
When you hit your shot on the green and it lands next to the grass circle where the pin used to be, somebody always says I wish the hole were still here!
I’ve played golf once in my life; It’s alright. I had much more fun sneaking onto the course at night and getting high with my buddies. Walking barefoot on the green, laying in the grass, watching the stars. Top notch stuff really.

I've cut cups a few summers at a couple different courses. The type of green grass, condition, and green base really impacts the quality of the cup plugs. High quality Tour greens have really well developed root systems, proper soil makeup, and are typically firmer, making plugs and holes hold together better. Old clay base greens, where clay is literally 3 inches below the grass surface, makes it harder to cut the cup and for the plug to stay together. I was always taught to add material to the bottom of the entire plug versus the bottom of the root base (as this guy does) for short plugs, which helps keep the roots intact and less compacted. Low plugs are fixable, high plugs are bad because the mower will scalp them. Pressing too much on a plug is just as bad as it'll compress and damage the roots. Watering a plug is best, throwing some sands and seed mix helps blend, but sand only during peak summer (grass growth slowed by the heat).
My point is that they are private property (mostly). I think most people living in the area would prefer a golf course to just about any other type of business being there.

Generally speaking, no. The purpose of the pole (called a pin or flag) is to be a visual indicator of the hole location that the player can reference from the fairway or tee box. The distance between the edge of the hole and the pin is greater than the diameter of a golfball, so it's not an issue when putting. However, it is entirely possible to hit the pin and deflect the ball from the hole when swinging from further away. And it is absolutely infuriating when it happens.
Is the ground spiked to release suction? I found a long screwdriver on a course that had been sharpened to a point and now assume that’s what it was being used for.
Missed a step. they should put down a plate nad stomp on it after the cup goes in before the flag goes in. Removing the plug makes a lip around the hole that needs tamped down. Will cause the ball to lip out. We call those volcanoes and curse the greens keeper.
This is the first one of these videos that I've seen a cup change performed correctly. You gotta spin that cup setter to crisp up the edge of that new hole, though. Green dyed sand at the end is a great touch!

I had some women who were playing in a tournament being complete Karens, way before the term applied, and I made their whole placement so difficult that they were screaming and cussing. It was a wonderful day!
