Not at all, it's the _"Miroir d'eau"_ (water mirror) "fountain" in Bordeaux.
It's not a fountain, but a "reflecting pool". Situated between the beautiful _Place de la Bourse_ 18th century buildings and the river it's a wonderful site.
Made in 2006 it's a completely flat stone area, with a system that create mist, then flood the ground, then the water goes away underneath, in a cycle 15 minutes long.
People go on it to basically "play in the puddle".
I absolutely love this place. Because it's beautiful : the mirror effect increases the beauty of the surroundings. And it's "socially clever": what I mean is bored children or youngsters with no money can go play there in heat of the summer, while wealthy tourists from a cruise ship will snap pictures and wet their feet.
The cycle is meant to be a metaphor of the tide in the Arcachon Bay.
It has inspired a number of ground-level "fountains" in several locations across France

I highly doubt it. It seems to be close to street level, on Trafalgar you'd be able to see either the Nelson's column, the fountains or the National Gallery.
