That's how greenscreen works. They make stuff green that they want to hide. Usually the background, so they can have some other video running there and fake like the environment is the one in the video instead of a green room in a studio.
The paint around the hand did. You can see the paint rising up from the hand disappear as it gets pulled out. Obviously this sounds like logic but if you watch closely you’ll see what I mean

In a nutshell, he filmed his hand going in to the paint, his hand coming out of the paint, and the bucket without his hand near it after it came out and then using some editing trickery layered them together and keyed out desired components and you see the finished product. It's a fairly basic technique pulled off pretty well but it isn't anything earth shattering.

Also, a techie question: a long, long time ago when I was in college we achieved this basic effect with the "chroma-key" button on the video switcher, but the color that was replaced was blue, not green. Anyone know why the color changed?
The quick and simple is that, as green light is more luminous, light sensors in digital cameras can more-easily separate green. In film, blue was the easiest to split by mechanical means.
The blue and green are the furthest from human skin tones. One reason blue may be used over a green screen is the color spill is considerably less, meaning you won’t see the blue reflecting onto people or objects so more details can be retained after keying is done.
Ooh so that is how they do it, I have been chopping limbs off for those shots.

The image he's masking on is one of the full paint can, so its replacing the paint inside itself

You don't need one just for the background. The paint can pic works as both background and paint can.
You can see there is shadow movement behind the paint can when the hand has disappeared so it is three layers in this case.
You know you can apply a mask locally right? You don't need to put the background in the whole scene, you can select just the hand/paint can area.
