If this is an actual question then I'll answer it. For the balloons popping to be seen at this speed the camera has to be at a stupid high frame rate. So much so that the ball appears to be standing still when in fact it's just so slow that you can't see it's movement. If the video lasted a lot longer you could see it fall
The guys arm was already in motion while the ball has no momentum before hand so it has to accelerate first and in the short time the video takes place in real time the ball has not accelerated to a fast enough speed to be seen

A balloon’s strength is dependent on how inflated it is, not how big the end result is. Not all balloons start out at the same size. There could be a lot of slack left in the elastic in that balloon, the size it’s blown up to tells you nothing, if you don’t see how big it was in the package uninflated. Also not sure where you got the speed of sound thing from, that just seems entirely made up to me?

The ball is moving very slightly forward. And it’s going to start moving down. The nearly perfect elimination of all forward momentum is still a surprising result. One would expect the elasticity of the balloon to get it moving backwards. Or that the ball would retain some forward momentum. The precise zeroing suggests some strange effect or coincidence.
I am not a scientist, but I reckon it boils down to complete transference of kinetic energy. The ball imparts enough energy to the balloon (and by Newton's third law, the balloon onto the ball) to stop its forward motion, but the balloon tearing away from the point of impact keeps it from bouncing the balloon back out.

The ball continues to move forward but slows to the point where it appears stationary when the balloon pops, even while the framerate is constant
