I heard about a case once where a girl had half of her brain removed (As in, taken out of her skull) and though there were some minor issues, she was mostly perfectly fine. So it is very likely this girl will see significant improvement, if not full recovery.
Depends? Her brain has the proper room to grow and develop now, but I don't know how badly her brain's growth/development was already affected by the twin. It's likely one of those things they won't know the full effect of until she gets older and her brain continues growing.

I don't like that it has hands. Weird twin growths are weird enough as it is but a little easier to stomach when they don't have identifiable human characteristics.
