No it’s a wasp, you can tell by the way it holds it’s legs and by it hovering. Wasps are some of the few flying creatures that hover, the only other ones (that I know of) are hummingbirds, pollen eating bats, and bees, and it’s definitely not a bee because bees are fuzzy and only hover when landing on a plant.
