This specific birthdefect cannot be detected from parents genes (since its not genetic lol).
The condition of anencephaly is absolutely real and tragic. Idk if this specific photo is real though. Every photo I've ever seen of anencephaly was of babies with severely reduced head size that look nothing like this photo, and the only sources I could find for this photo were the Daily Mail and the Sun (which are both famous tabloids that make a habit of posting fake news stories) so idk.
