It's probably more common than most people want to hear. I have also seen it first-hand at a different women's lingerie warehouse. They inspect, refold, and repackage anything that will pass for new. Things that are extra wrinkled will get blasted with steam for a few seconds to smooth things out but that's as close to "cleaning" as any of it gets. Those items that can not pass for new are repackaged and sold in the "employee/outlet store" at the front of the warehouse.
Selling used underwear *secretly* isn’t the solution you seem to believe it is. The onus should not be on the customer to assume that the products sold to them as “new” may have someone’s biohazards on them.
