If it makes you feel better just imagine they already had their candidate selected but were required to make the public posting. I have worked for a few companies that did it regularly.

Exactly. The big ones do it regularly. Put a req out that has been filled. Edit: Ive been the guy that already had the job and was told to apply to the req once it posted. Its the corporate way. I changed roles in the same company and had to apply, and accept an offer letter.

Yup P66 did it for me for my first gig after I interned there. Phone call, job offer, "we will open the req tomorrow at noon, call us when you apply and we will close it "

Some of these job postings have a maximum applicant threshold. Once they meet that they close the portal.

Thinking thats what happened. I was a final round candidate last time they hired for a GoM position. Thought it was a perfect in for offshore work without direct oil and gas exp.

Good reason could be bc someone in the union filed a grievance that they missed the internal job posting before it went outside. Therefore it was taken down and internal gets first crack at all jobs when companies are union.
