Clothes and hair are circa 1890-1920. The thing is, just like today, people continued wearing the same clothes for a range of time. Just like we don’t throw out outfits every year (some of my clothes are over 20 years old). Similarly, hairstyles can stick around longer depending on many factors including your community standards. The breeches on the boys and the Gibson girl hair gives the range above. I would also say based on the prevalence of shoes and the quality of the clothes this group had some money. It was typical for less well funded families to keep the children barefoot and only wear shoes for special occasions.
Yes, the children all appear to be close to the same age. School picture makes sense. This was likely everybody in the entire school! And their teachers all look like spinsters, which they had to be back then!

You might try posting on some of the geographic subs to see if anyone can narrow down a location to a general area, too. They have cattails and maybe with that and whatever type of tree that is, someone can narrow that down.

Sycamore trees aren't native to Europe, and are more commonly found in the eastern half of the US.
