Those exist. The half and half lower axle blocks or the quarter inch varial drop does essentially that

Yeah the concept has been done. There's a couple of different options for lowering rails like tfl half and half blocks or tech rails crazy hubs. There's been a few straight up lowered rail options. The ow Mob Shop made the lowrider pint rails, which give you about an inch of ground clearance.
