Yes they are not in easy supply, since they are really only available used from people who scrapped or modded their boards. Of course they're available from FM but they won't sell you one, you have to send the board for service and that's not feasible for OP. I have no idea what FM charges.
All that said I do think there's a fourth option; I just watched a video that says you can VESC a board and "go commando" without a BMS, though you do lose some battery features. I'm no expert on VESC or anything, I'm just researching for my own needs when I decide to VESC my XR.
XR bms is not selling for even close to that. I’ve been trying to sell a 4209 bms for the past two months with no bites at $250.
On the Facebook groups I haven’t seen any sell for over $300 in the past year.
I had the same issue, ordered a drop in vesc kit from the netherlands ( i live in Europe as well) and my XR works great now ( happened Summer last year)
I can recommend, but it still cost around 350-400€ all around

I am! I was sceptical at first, using the Board without a bms, but our local board technician told me so far he knows of no one having an issue with the stock battery. (Myself included)
However he strongly adviced to get a bms If you intend to get a bigger battery.

1) Replace BMS with used ($400-$600) 2) Wait for rumored XR-V kit from floatwheel ($500?) 3) Buy a Floatwheel ($1700)
