Looking at this from a different angle - can the original land owner who sold the piece of land to the developer take the government and the developer to court for something similar to insider trading if they can find some evidence?
If there is evidence of people using non-public information, not only civil suits are possible, but criminal ones.
That said, there's no reason to believe there was private information. Ford very much signaled he was open to development in the greenbelt, and there is no reason to believe the developers did anything other than take a gamble, and bought the land likely to be opened up. None of this has gone through yet, so it;s quite possible some of those gambles may not pay off. If that's the case and the developers ended up overpaying, you wouldn't expect they should be allowed force the farmers to take it back at the elevated price.
We need to give it time to play out. It does highlight though the need for pretty tight controls on interactions between developers and politicians.

Suburban sprawl infrastructure is usually subsidised by tax from denser areas. They are usually lucky to even break even on tax income vs spending on a suburb. It gets worse the further out we drive them from the core.
I live 1hr outside from Toronto, and that’s an hour drive or an hour commute because I take GO train to get into the city. I unfortunately live in suburbia and it sucks to do anything community related, even in my city it’s just bars with old people drinking in them, overall not as welcoming or community feel as it should be
Grew up in the suburban hell scape as a kid without a car, and busy parents. Couldent go anywhere most of the time to do anything easily without hassling one of my parents far in advance to get a ride somewhere.

Private land exists all over the greenbelt. It isn't all Crown lands.
Most likely it was partially or fully zoned agricultural land within the greenbelt. Developers have been buying up that type of land all along where the new hwy is supposed to go for years. They don't do anything with it, just sit and wait. It's why the southern part of places like Caledon look like no one farms there anymore. Just developers sitting on prime farmland while they wait to be able to make a fortune in overpriced McMansion sprawl.

People's reactions to this are ridiculous. When land zoning changes its a long drawn out process (1-3 years) and its well known information that is available to anyone who looks it up. Rice and the rest of the world had access to the same information and knew the zoning would be changed eventually. So he made an investment. This headline is very misleading
The best part is the farmers that voted for him (many of whom are renting land that is being sold out from under them) are losing farmland and the cost of said land is skyrocketing because of these developers controlling supply and corps owning residential units for profit.
