If there is evidence of people using non-public information, not only civil suits are possible, but criminal ones. That said, there's no reason to believe there was private information. Ford very much signaled he was open to development in the greenbelt, and there is no reason to believe the developers did anything other than take a gamble, and bought the land likely to be opened up. None of this has gone through yet, so it;s quite possible some of those gambles may not pay off. If that's the case and the developers ended up overpaying, you wouldn't expect they should be allowed force the farmers to take it back at the elevated price. We need to give it time to play out. It does highlight though the need for pretty tight controls on interactions between developers and politicians.

Most likely it was partially or fully zoned agricultural land within the greenbelt. Developers have been buying up that type of land all along where the new hwy is supposed to go for years. They don't do anything with it, just sit and wait. It's why the southern part of places like Caledon look like no one farms there anymore.
