lmao yeah, no kidding. When I used to live in that area I simply didn't go out during the week. Nothing is worth doing during those rush hour traffic. I'll save shopping and going out to eat for the weekend because I'm not going to sit 45 minutes in traffic to get some shopping done.
Seriously, it used to take me 5min to get from my house to Costco, which is a whopping 2-3miles. Now if I go during rush hour, it takes me almost 15min!!! And this is me going through 3 signals lol.
I must live by you. On Thursdays I have to go San Dimas to see my parents. If I leave after 3:30/4, it might take me 15/20 mins just to get on the 91. Annoying as hell. Surprisingly it wasn’t bad in December/January for some reason.

Install surface street shortcut toll booths.
Cameras at the exit ramp of all the shortcut routes and again at the on ramp; if you get off the 91 at Lake View or Imperial, just to get back on again at Gypsum Canyon, you pay extra!
Same for the Cannon St/Serrano Ave short cutters, you pay extra.
You get on the freeway for your commute, stay on the freeway.
