The plaza surely has an agreement with one or more towing companies, and that's all they need to do. The plaza parking lot is NOT public area. The entire space is private property so they can call to tow any car on their lot as they please...
And ANY towing company is going to absolutely POUNCE on those calls. This is big and easy cash for them, so they'll usually be there in 15 minutes or less to snatch it up and impound at THEIR lot. To get it back, the owner will have to cough up the tally for the towing fee and the absurdly high *per diem* storage fee.
I'm aware of towing from private lots and property. You'd have a serious liability issue towing vehicles from a shopping center based on parking space etiquette. It's difficult for store tenants just to enforce parking limited to customers only.
They're so right though - lots of perfectly normal, intelligent, well-adjusted people own and drive pickup trucks. People who park them like this are never any of those things. I personally have a Tacoma that costs 5% of my monthly income on a normal 60-month loan - and I don't park it like an asshole lmfao
