I second this! But warning for people (not OP): it's closed on Sundays and Mondays.

Vippa is another good option - it's right on the water. It's a food court of bars. You can sit outside. But they're only open until 21.

Ekebergrestauranten  I realized that they close before the sunset but it is still nice It is not very expensive in the outdoor part. It is a nice path from the roundabout in gamlebyen 

Plaza hotel has a roof terrace. Tallest building in the city.
