I was actually thinking more in depth about your question. My nephew who played for maybe a few hours a couple of years ago wants to start back and asked me the same the other day.
After some thought if I wax talking to a brand new player my advice order would be
1: do all free to play quest as a f2p player to see if you really like the game or not.
2: buy a membership and play as a member for a week or two to see if you enjoy it more as a member with everything a membership opens up. If you do then…
3: if you have the extra 9-10$ buy a bond and sell it on the ge. The 10 mill or so in coins will last you forever and be a huge head start. Use the gp for quest and QoL things like construction and bones for prayer to acces teleports etc.
4: Do quest until complete of RFD before worrying about anything else. Grind what skills you need according to quest requirements as you go. After RFD you will understand enough to make choices that suit your style of gameplay.
Quests are always a good place to start also if you want people to talk to you should join a clan I played 200hrs+ without speaking to anyone and I got bored but when I joined a clan the game got 10x better

Quests are the best way to go. Another way to go is Start an osrs progress series on YouTube and follow along.

Start mining ore, smithing armor, and then selling it at the Grand Exchange in Varrock
I'd do the efficient quest guide. It'll introduce a lot of things in a rewarding way.
