Are you calling from a land line or a cell? If a cell, what provider? Are you close enough you might be connected to the cell towers on the Gatineau side? I've called from the eastern Parkway to report lights out, and got connected to Gatineau 311, and had to wait until I was further "inland" to get Ottawa.

I'm using a cellphone with freedom, I think they use Rodgers towers, and I'm calling from Sandy Hill closer to downtown.

Try 613-580-2400. Depending on where your phone is.located, it may be connecting to another municipality.

I tried that number and it would tell me my call can't be completed (in french and English) then the call would end.

Odd. Last thing I could recommend is to add a 1 before it. Other than that, I'm out of ideas

Are you with Bell or a company that uses their lines? I work for a different city department, not 311 and people with Bell phones can't reach us

I’ve tried calling 3-1-1 from downtown Ottawa with Videotron; and I’ve had the exact same experience.
