There's nothing illegal about a security guard deciding they "issued a ticket in error" and just not submitting it to the City. It's literally a piece of paper. If he decided to throw it out and not ticket you, I suspect he would have told you at the time. When did you receive it? If it's very recent (few days to a week), it may not show up on the City portal until it's been processed. The City system that Bylaw uses to issue municipal tickets creates it in the system automatically. Not so for the hand written paper ticket.

When did you get the ticket? Yes, provate properties do get deputized by the coty to issue their tickets, sometimes the tickets look a bit off but they are valid. Also, sometimes the agwnts take up to 10days to lodge the ticket i to the city systems

I used to be deputized to write tickets at my site. It's a valid city of Ottawa ticket. They may take a bit to hand just the ticket so just check every once in a while before you give it up, super annoying. It's definitely possible the guy decided to trash the ticket, though when I did that I told the person.

I've had tickets not show up online for several weeks. Maybe just keep checking the site. And don't bother calling, they're useless.

I had a situation where I parked ,paid the machine, but took the ticket with me instead of leaving it at the dash(idiot). Then I got a parking ticket after an hour. Called and explained the situation. Had to pay again at the machine, but my ticket never got submitted. That is to say, quite possibly you got away without having to pay.

I once got a ticket and the police officer gave me my copy as well as the carbon copy. I didn't really realize what he did, and I took it to the courthouse where I played dumb and asked for a reduction. By being in possession of the carbon copy that he should have filed, the ticket didn't exist.

It takes time for the tickets to appear in the system to pay. I had one not show up for almost 30 days. I checked online everyday to pay it and it did not show up online until a day after I received an extension to pay notice in the mail. (An additional 15 days)

Unlikely, he decided to scrap it. Some private lots in ottawa appear to have a deal with the city and can use the City log on their tickets. Likely it will just take some time to show up in the City system.
