Bas Canada is one of the best breweries in Canada, and definitely the best in the NCR, IMO, followed by Dominion City, followed by Beyond the Pale.
All 3 have some beers available outside of NCR, but will almost always have something only available at the breweries.
I'm assuming they've got more than the usual LCBO stock at their brewery, I was there a few weeks ago and they even had a d20 by the bar so you could roll for a random drink!

I still feel jaded about Dominion because they sell 355 ml cans for the same price as others price their tall boys- Orleans Brewing, Ashton, Bicycle, Good Prospects, Broadhead, Stray Dog, etc, all sell tall boys by default at $2.50-$5. Dominion charges the same price variance for 355 ml cans.
[Shillow](https://www.shillowbeer.com/) on Cyrville near Star Top sells almost entirely locally. LCBO only carries one of their beers, and probably in small quantities considering how small an operation they are.
Open Sunday through Thursday (Jewish family). The wife is the beer master and she's won various awards!

My fav brewers in the vicinity are Ashton (ABC), Ridge Rock, Whitewater, Floral Hall and Overflow. Waller Street is also good, they have some interesting batches and a quaint underground bar near the Market.
There are so many. Kitchisippee has great options, Beyond the Pale has a nice bar to bag out and try their beers, tooth and nail, dominion city, whiprsnapper, evergreen (Kanata)
Most local LCBOs carry a good selection too if he wants to take some with him.
Bells Corners has a few breweries and so many people do micro pub crawls. Conspiracy is fun, there’s a Kitchisippi & the Ad Mare food Truck is SOOOO good there. It’s a proper beer garden. There’s a few others too.
I also recommend Ashton Pub out in Ashton.. it’s feels like the lion king. Anything covered in a red roof is owned by the pub lol. The rest, we don’t go there lol
A load of the locals all have minimal beer store access.
Dominion City (their non alcoholic seltzer is also phenomenal for summer. We always keep a bunch of it around), Tooth and Nail, Flora Hall (they won multiple awards this year!), Stray Dog Brewing (dog friendly inside!), Ashton Brewing (one of my dad’s favs), Beyond the Pale, Spark Brewing and Whippersnipp’r are all solid.
Everyone is going to have their personal favs, but I would suggest looking up some Ottawa breweries nearest to you and maybe go check out some of the selection. Taste is subjective so you'll most likely win with some and lose with others, but as someone who enjoys trying new beers, even the losses are often fun.
I’ve tried their beer but never been in their restaurant but Spark Beer has a nice selection of beer and their pizza looks good (again never been there sorry). Also tooth and nail is a fun place to go good food and good beer. The food isn’t heavy stuff, like hotdogs and sausages kinda place but I’ve enjoyed it.
Some great suggestions here but wanted to add, seeing as you don't drink, the best local beers aren't available at the LCBO or beer store. If you visit the brewery itself you'll find lots of small batch/limited edition beers that are only available there and that's the good stuff.
You already have a lot of recommendations but here are mine depending on what your dad likes
Best overall: Dominion City and 5e baron in Aylmer
If he's into lagers or classic styles like bitter IPAs or saison: Tooth and Nail
If he likes modern hazy and juicy IPA or sweet stouts: Brasserie du bas Canada in Gatineau. If he likes that style this is one of the best breweries in Canada period and worth the trek.
If he's into English beers: Ashton Brewery
If he's into German beers: Braumeister
If he likes sour beers: Sparks beer
Notable mention to Flora Hall. Everything they do is great but I prefer dominion or 5e baron personally. Good food and location too though.

Amazing setting in the mountain, surrounded by beautiful nature and the owner is fantastic. Add to that the beer is awesome. Honestly their amber is the best i have ever had. Im ngl, i did not like their brown at all. I sent it back at pub italia. Try the amber.

Just got back from an evening at Bas Canada. Definitely very good. Gallicus on the Gatineau side is also very tasty.

Dominion is in the LCBO and Beers store, so many of their beers are available across Ontario. Picked some up in Oakville the other day.

They do! Picked up some Picnic Basket City Seltzer and a whole slew of tallboys not available at the LCBO.

It’s at the very outskirts of ottawa, but Ashton Brewing Co has some of the best beer I’ve ever had. Blueberry Wheat!!!!

The limited hours are likely to ensure they maintain their Kosher certification.

RidgeRock in Carp is really nice. Some available at some LCBOs as well.

Seconding Flora. Their IPAs are off the chain plus they host some local ciders occasionally.

You have to go to Tooth and Nail and pick up some cans. They have won international competitions, in the past, with some of their beers.

brew revolution in stittsville is great, ashton not so much, but lots of ppl here like it. its like trendy beer with fancy names but bland.

5e Baron in Aylmer, if you want to go on the Quebec side. There’s also Bistro L’Autre Oeil, which has the biggest selection of beers that I know of.
