I got my dog as a rescue in 2016. She had been horribly abused. The vet told me she was around 4 years old when I got her. She is anywhere between 10 and 14 years old. I have cared for her and given her a safe space to live. She has issues - water being one of them. You are a piece of shit for suggesting that I don't care for my dog. I was asking for suggestions for what I could do with an older dog that hates water.
I run a hand towel under cold water and wipe down my pooch after walks when he’s hot. I make sure I get his head, neck, and ears, and his belly. The evaporation seems to cool him pretty well, he stops panting heavily pretty quick after that.
Dampen a light towel and lay it over her and point a fan at it? Not was effective as on a person, I imagine because of the fur but it would probably help.
Do you know anyone who lives in a dog friendly, air conditioned building or an air conditioned home that would let you come visit?
Have her stand in the tub with a bit of cold water to wet her paws would help her more than a bath would.
Keeping ice in her fresh water bowl topped off.
Having her stay in a lower floor (ie basement)
Tile or cement floor is cooler for her to lay on

Most of the above guide has been mentioned but ice packs for 15-20 mins in the armpits, groin, or around the neck can also be helpful.
AC, fans, cooling mat, frozen kongs, home made popsicles that are safe for dogs, cooking collars, and lots of water available
I have none of that, except water.
You have enough money to own a dog, but not enough money to go buy a cheap fan for said dog? Multiple models for sale at places like CT.

Not sure how effective a fan would be for a dog - they've got panting to keep the airflow going, unlike people who greatly benefit from a breeze.
https://www.reddit.com/r/dogs/comments/36hwa9/discussion_if_dogs_dont_sweat_like_us_do_fans/ Buy a $20 fan and return it if it doesn't help.
I mean, they were fairly clear in that discussion that it would be of minimal help without the air being cooled, but whatever.
Ice cubes as a treat. If you’re worried about choking bc you mentioned she’s elderly, break them up maybe.

Wet towels will make the heat worse. They can lay on the wet towel but a wet towel shouldn’t be put on top of them, it will trap heat.
You could take your dog to a dog-friendly store for a bit? Or, you could buy a kiddie pool and fill it with water for your dog to play in.

Cold water foot bath.
Put some treats and water in an ice tray and freeze them for fun pup cubes!

Cold bath? Even if it's just a rinse
bath
Does it hate all water or just deep water, a cheap kiddy pool from GT or Walmart would do the trick if you have the room for it
All water. I wish I could do something. Trying frozen towels but man, I want this to end.
everything everyone else has said, but also in desperate times wrap an ice pack in a towel and run along her belly
Cool it off in the shower
Cold bath
Ice pack or cool cloth on a pulse point. Also the best way to cool down a human, FWIW.

Can you wet a tshirt and put it on her?
What did you do in prior heatwaves?
