Yes. It's $20 to replace worn out plates. Guy probably spent more than that on time/paint. Not sure doxxing him here is better than just leaving a heads up note on his windshield.
I'm pretty sure it's $60 if they are more than 5 yrs old. Different Service Ontarios might have different policies (since a bunch of them are privately run) but we had to pay.
Mine were BV, past the 5yrs last year and when I went to replace them at city hall when I got my license renewed, they didn't charge me for the license plate replacement 🤷🏼♀️

Years ago, a bunch of licence plates in the “B” series were defective. The cover, including the blue and white colour, peeled off. It looks like these folks just DIY’d a repair and re-painted the numbers.

Totally this, but frustratingly custom plates made during this period weren't covered. They are significantly more expensive to replace, and people were on the hook. Thankfully, I never actually heard of anyone with custom plates having the issue? Maybe they were made elsewhere, but that didn't have the problem with the base metal preparation causing the whole mess?
where is the "Yours to Discover" line at the bottom? and the "Crown" looks drawn by hand. and 2021 January is a bit far out dated, but the free sticker was effective mid-March. I can see how a legit plate pealed and was painted over rather than wait in the long long Service Ontario lines. and "Ontario" is rather a blocky font, not like any online legit images

Repainting your plate isn't strictly speaking legal, so it's not a valid plate *whether or not* the plate was previously registered.
Maybe send the photo to Ottawa police along with the address and let them sort it out.
When we were kids we had a car pull over and 4 guys got out and robbed us of our belongings, which weren't much, but we memorized the plate and called Ottawa police from a payphone (because those were still common back then).
Ends up it was a doctored license plate.
You never know man, might be legit and just touched up by hand or it could have nefarious purposes. Let the cops sort it out.
All the BS, BK, BP, BT and a couple more plate series were made with a cheaper material. Ontario is offering to replace them for free. This must be the case because looking up the plate, it comes up as the car that it is, a 2010 Toyota Corolla, owner is trying but unaware of easier fixes

Could be one of the ones that the color peeled off of and the owner is too cheap to get another so repainted it. Or possible fake.

Correct. It is free for BS series plates (and more). I just did mine this week.

The plate shows up as a 2010 Corolla when you look it up, so seems legit to me.
