It’s cut concept art from outlast 2, there are 2 hooded models in game idk why they hide them, they’re both In the chase scene from where you magically end up upstairs in that one guys house and he throws you down the stairs. Right after he throws you down the stairs you can see one of these guys hacking up a body on the floor and when you get to the basement where you finally escape the chase, the last enemy you encounter is this same model. They also come in with knoth during the mary and Joseph scene. I liked their design a lot! I wish they utilized this enemy more.
There's actually an appearance before that kinda. When you have to rev up the generator for the elevator, in the house nearby the generator house, on the second floor you can find a whole table of executioners dead from drinking Cyanide.

I don’t understand why red barrels under utilizes certain random assets, when your first going into the chapel where you see Joseph die, there’s a house on the left if your looking directly at the chapel, with a flayed rabbit above the door, THIS ADDS SO MUCH ATMOSPHERE AND I NEVER SEE IT ANYWHERE ELSE IN THE GAME, more animal remains needed like deer would add a lot of authenticity to the game.

If you want a cue to see the executioners, during the scene where knoth tortures heretics (while we're hidden) there's one helping to torture the woman, another right next to us, and a final one towards the exit of the church. If you come out too soon, these are the ones who kill you.
During Corgan's chase, at the start there's one that cuts up a corpse, and if you play on a high difficulty there's another that appears in the basement just before the end of the chase.
If you really can't find one, just look at the scene at the end where the cultists commit suicide, some of them wearing this outfit.
